The Committees are often looking for new members. If you would like to be on a committee, you must submit an application to the office to serve on a particular committee.

Access Control & Safety Committee

The Committee’s function is to evaluate access control and general safety in The Colony and the effectiveness of the community patrol services. The Committee will evaluate and recommend improvements, corrections, or adjustments to the Board and General Manager for consideration and action, as necessary. In the event of an emergency, and in response to a request of the Emergency Preparedness and Response Advisory Committee (EPC), members of the Access Control and Safety Committee may be tasked to assist the EPC Safety Officer and Incident Commander, as necessary. 


Architectural Control Committee (ACC)

The Colony Architectural Control Committee’s (ACC) responsibility is limited to property improvements as they relate to exterior aesthetics. The Committee is to assure that the development and proposed changes to existing construction at individual residential lots complies with the Association’s CC&R’s, Architectural Standards and Guidelines, and any other requirements necessary to maintain aesthetic conformity within The Colony. The ACC assists the Board in developing, and periodically modifying as needed, the Architectural Standards and Guidelines. All Committee recommendations shall be submitted to the Board for consideration and approval subject to the laws governing rule changes (pursuant to Section 4360 of the Davis-Stirling Act).


The ACC shall have the authority and duty to apply the Architectural Standards and Guidelines to all Home Improvement Applications, requiring Committee approval that have been properly submitted by residents for proposed improvements to individual lots. The Committee is responsible to assure that, prior to approving an application, all plans are in conformance with and are harmonious to the exterior design and existing materials of the homes within The Colony. The ACC is to consider and act upon all plans and specifications submitted for its review and approval, and is responsible for inspecting the completed individual homeowner construction projects to ensure conformance with the approved plans.


Communications and Technology Advisory Committee (CATCOM)

CATCOM is responsible for assisting the Board of Directors in its efforts to communicate information accurately through video or other means as deemed appropriate and approved by the Board. CATCOM may also provide communication support to Board-sanctioned committees and clubs in the production of event or educational videos, as directed by the Board. Support activities may include the following:

  • Record and produce monthly Board open session meetings, town hall meetings, training videos, or any other programming requested by the Board;
  • Post open session Board meetings on the Association’s official website for a period consistent with the electronic record retention policy;
  • As directed by the Board, create engaging personalized human-interest type programming with committees, clubs, residents, and city events that are intended to inform and inspire Colony residents;
  • Assist the Board of Directors in establishing an effective communication relationship between the Board and members of the community; and
  • Assist management staff in maintaining a full inventory of audio-visual hardware and current digital multimedia, asset management procedures and digital file organization.


Emergency Preparedness Advisory Committee (EPC)

EPC’s primary purpose is to assist the Board and General Manager by making recommendations on issues relating to emergency preparedness for events that may directly impact The Colony and its residents. With approval from the Board, the Committee is to prepare, initiate and implement the Association’s emergency preparedness and action plan. As part of its responsibilities, the EPC will educate residents in matters of personal safety in emergency situations.


Finance Advisory Committee

The Finance Committee reviews the Monthly Financial Statements prepared by the Colony’s Managing Agent and reports the comparison of actual to budget to the Board. The Committee, chaired by the Board Treasurer, is also responsible for:

  • Reviewing monthly investments and making decisions (in collaboration with the HOA’s Investment Advisor) to reinvest for the best yield and maturity as outlined in the HOA’s Investment Policy;
  • Coordinating the preparation of an annual audit by an engaged CPA firm and reviewing the report prior to the Board’s final approval and disbursement to the membership;
  • Reviewing, in conjunction with the General Manager, the Annual Reserve Study and communicating the recommendations in the study to the Board; and
  • Preparing, in conjunction with the General Manager, the Annual Association Budget for consideration and approval by the Board. 


Landscape Advisory Committee (LAC)

The LAC’s primary purpose is to advise the Board and management staff on landscape related issues in common areas, including the front yards of the individual residences within the Association. In collaboration with the HOA’s Landscape Superintendent and Assistant Landscape Superintendent, the LAC works in an advisory capacity to oversee the quality of the work performed by the contracted landscape maintenance company and provide input as to landscape conditions, plant and tree health, and irrigation issues, including water use and cost. The LAC provides input in the annual budget for operational and landscaping costs.


When requested by the Board, the LAC participates in the evaluation of bids from landscape contractors, and provides input on the overall performance and effectiveness of the current landscape maintenance contractor during the contract renewal period and/or negotiations.


Clubhouse Library Room Advisory Committee

The primary purpose of the Committee is to see that the library room functions as an orderly and attractive part of the clubhouse and is maintained as a valued amenity for Colony residents. The Library provides residents with easy access to the books, magazines, and puzzles that are donated.


Neighborhood Information Advisory Committee

When activated, the Committee is charged with implementing the distribution of effective urgent communications from the Board to the residents. If requested by the Board, the committee is to disseminate the Board-approved information to individual residents and act as a liaison in bringing feedback to the Board.


Recreation and Fitness Advisory Committee

The Committee’s purpose is to facilitate The Colony’s fitness and recreational amenities (i.e., Tennis Courts, Paddleball/Pickleball Courts, Fitness Center, Shuffleboard Courts, Bocce Court, Exercise Course, Swimming Pool, Aerobics, Billiards, etc.). Upon request by the Board, the Committee is to perform comparison studies, and evaluate new opportunities for better coordinated use of fitness and recreational amenities.


Rules and Regulations Advisory Committee

The Committee’s purpose is to evaluate issues to ensure they meet the standards as set forth in the rules and regulations, and make recommendations to the Board, when requested, for changes to specific rules or regulations to clarify standards enforced within the community. The Committee may be asked from time to time by the Board to recommend changes, additions and/or deletions to the Rules and Regulations, and coordinate with other committees regarding these recommended changes.


Social Advisory Committee

This Committee’s primary purpose is to plan and coordinate Association sponsored social activities for the benefit of the community. The Social Committee works with The Colony Activities Director in organizing and scheduling events, as well as ticket sales.


Sunshine Advisory Committee

The Committee’s primary purpose is to provide outreach support to welcome new residents and provide memorial/celebration of life reception services. 


“The Colony News” Advisory Committee

The primary purpose of the Committee is to provide (prepare and distribute) a monthly written publication to the homeowners and residents of The Colony, in a well-balanced format that is pleasing, informative and noncontroversial. The publication will include Association information approved by the Board of Directors (or Board designee), representative of the Board of Directors, Board Advisory Committees and General Manager (including staff). The publication will also include appropriate articles of upcoming social events and community activities and interests. The Association has contracted with a third-party publisher to format, print, and produce a high-quality magazine that includes advertising and represents and reflects the Committee’s desired result.
